JOB SUMMARY  

Under the general direction of the Associate Controller and Director of Accounting and working from broad overall policies and goals, manages all aspects of the Cost Analysis area of the Accounting Office. Oversees the preparation of the Facilities and Administrative (F&A) rate proposal, the Sponsored Programs’ fringe benefit rate proposal, and review of the calculation of rates for service center facilities. Ensures compliance with Federal cost principles, including cost accounting standards, and prepares revisions to the University’s cost accounting standards disclosure statement. Prepares other special cost studies related to University-wide operations including, but not limited to facilities rates, breakeven analyses, collective bargaining analyses, and cost benefit analyses. Assists in the negotiation of the University’s F&A rates and fringe benefits rates with the Cost Allocation Services division of the U.S. Department of Health and Human Services (DHHS).

 DUTIES AND RESPONSIBILITIES

Include but are not limited to:

  • Assists the Associate Controller and Director of Accounting in administering, managing, and supervising the activities of the Office of Cost Analysis to ensure compliance with Federal cost principles, cost accounting standards, and University policy.
  • Supervises staff of the Office of Cost Analysis, establishing work assignment priorities and workflow; assists with staff selection; provides training, support and guidance for staff and evaluates job performance.
  • Participates in the development and implementation of policies and procedures to ensure University compliance with Federal cost principles; works with Associate Controller and Director of Accounting to formulate University policy in response to proposed changes in federal costing policies, audit principles, and other related regulatory changes.
  • Oversees the development of the University’s Sponsored Programs fringe benefits rates; assists the Associate Controller and Director of Accounting in the negotiation of fringe rates with DHHS.
  • Oversees the preparation of the University’s Facilities and Administrative (F&A) rate; assists the Associate Controller and Director of Accounting in the audit and negotiation of the F&A rate with DHHS.
  • Responsible for oversight of University service center rates, serves as ex-officio member of the Service Center and Cost Recovery Committee, and acts as liaison between service center facility staff and committee.
  • Provides accounting guidance and support to budget personnel who manage University departmental budgets including departmental service centers, application of the University’s cost accounting policies, and functional and departmental classifications.
  • Assists in developing long-range policy related to cost issues important to the University by working with the offices of the Provost, Vice President for Research, and Executive Vice President for Administration and Chief Financial Officer.

MINIMUM QUALIFICATIONS

  1. Certified Public Accountant (CPA) or Master’s degree in Accounting and seven (7) years of responsible professional experience with complex accounting and cost analysis activities OR Bachelor’s degree in Accounting and ten (10) or more years of responsible professional experience with complex accounting and cost analysis activities.
  2. Knowledge of accounting principles and practices, and government regulations and procedures, preferably the Federal Office of Management and Budget Uniform Guidance (2 C.F.R. Part 200).
  3. Ability to develop accounting policies and procedures, develop priorities within established guidelines, and manage and evaluate accounting projects.
  4. Ability to supervise and direct activities of professional accountants.
  5. Considerable critical thinking, problem solving, and decision-making abilities, including the ability to analyze, compare and interpret figures and financial data and draw conclusions and understandings.  
  6. Effective written and oral communication skills, including demonstrated ability to build and maintain constructive relationships with a wide variety of individuals throughout all levels of staff and management personnel.
  7. Proficiency in financial reporting and general ledger systems, and Microsoft applications.

PREFERRED QUALIFICATIONS

  1. Certified Public Accountant or Master’s degree in Accounting.
  2. Demonstrated knowledge of the Federal Office of Management and Budget Uniform Guidance (2 C.F.R. Part 200).
  3. Experience in management and oversight of accounting in higher education or at a public institution.
  4. Knowledge of Peoplesoft, Kuali Financial Systems, Kuali Financial Datamart, Web Focus or similar reporting tools and ERP systems.
  5. Experience in developing and negotiating rates with cognizant federal agencies.
  6. Strong supervisory, leadership, organizational and planning skills with the ability to meet stated objectives and deadlines.
  7. Demonstrated ability to train less experienced accounting professionals, and willingness to coach, mentor and develop staff.
  8. Ability to evaluate situations, assess organizational needs, and communicate those needs to senior leadership and the University community and facilitate solutions.
  9. Membership and active participation in a professional association such as Council on Government Relations (COGR) or North East Conference on College Cost Accounting (NECA).

APPOINTMENT TERMS
